摘 要

随着人口的增加和经济的快速增长,城市化的进程不断加快，大量开发建设项目的施工，使我国水土流失现状不断恶化。本文以大丰区南路一个水土保持方案报告表为例，从理论和实践的结合上简单的阐述了开发建设项目水土保持方案、编制特点和编制关键,研究之后所得内容如下:

1. 本项目建设区占地面积2120.0 m²，占地性质为永久占地，在项目建设区内设有施工生产生活区域，占地面积为150 m²，为临时占地，施工结束后解除占地，项目破坏和扰动原地表面积2120.0 m²。
2. 本项目工程总挖方718.5m³，总填方718.5 m³，无借方，无弃方。

3、水土保持总投资8.57万元，主体工程已列具有水土保持功能设施的投资为3.96万元，本方案新增水土保持投资2.41万元，独立费用1.52万元，基本预备费0.47万元，水土保持补偿费0.21万元。

4、本项目如不采取水土保持措施，建设期内土壤流失总量达4.41 t，新增水土流失量3.78 t。

5、本工程的水土流失防治责任范围为2381.7 m²，其中项目建设区2120.0 m²和直接影响区261.7 m²；建设过程中损坏水土保持设施面积共2120.0 m²。

ABSTRACT

With the increase of population and the rapid growth of economy, the process of urbanization is accelerating, the construction of a large number of development and construction projects, so that the current situation of soil erosion in China is deteriorating. 1关于开发建设项目水土保持方案报告表的思考

1.1我国水土流失现状

我国人口众多,水土资源相对匮乏.水土流失严重。随着人口的增加和经济的快速增长,水土流失和水资源紧缺的问题将更加严峻。许多开发建设项目的施工,缺乏水土保持忧患意识.在不搞任何水土保持防护措施的情况下.乱采乱挖,大面积破坏地表植被,随意向河道倾置弃土弃碴.阻碍行洪.造成严重的人为新增水土流失,后果十分严重^[1]。以房地产开发建设项目为例,房地产开发建设项目在施工过程中不可避免会扰动和破坏原有地貌和植被,加重水土流失,恶化生态环境,威胁城市安全^[2]。

1.2水土保持方案制度的起源

20世纪80年代后，随着改革开放的不断深入，在城市化进程加快和经济快速发展的同时，出现了大量的人为水土流失。与自然因素造成的水土流失相比，生产建设项目造成的人为水土流失成因更加复杂，时空分布更加集中，强度更加剧烈，危害更加严重，给经济社会发展和人民群众的生活造成了十分严重的影响，引起了国家的高度重视和社会各界的广泛关注^[3]。

1982 年，国务院颁布《水土保持工作条例》，首次从国家层面强调，兴建工程和进行生产时应尽量减少破坏地貌和植被，造成水土流失的必须采取水土保持措施。
